The Rural Innovation Index is IGNITE Atlantic’s framework for understanding the conditions that support innovation in rural communities. It provides municipalities, economic development organizations, and community partners with a clear picture of their local innovation ecosystem and practical insights to help guide future decision-making.
Unlike traditional innovation assessments, the Rural Innovation Index recognizes that innovation in rural communities often looks different. It considers the broader systems that help people, businesses, and communities create, grow, and adapt.
A Rural-First Approach
The Index combines community perspectives with demographic, economic, and infrastructure data to create a balanced view of a region’s innovation readiness.
Each assessment is built through:

More Than a Score
The Rural Innovation Index is not intended to rank communities.
Instead, it serves as a planning tool that helps communities:
- Understand current innovation conditions
- Identify strengths and gaps
- Prioritize investments and initiatives
- Build collaboration across organizations
- Track progress over time
Each assessment includes a comprehensive report with data visualizations, regional analysis, and actionable recommendations tailored to local priorities.
Built for Rural Communities
Many existing innovation frameworks were developed for large urban centres. The Rural Innovation Index was designed specifically for rural regions, recognizing the importance of entrepreneurship, traditional industries, community leadership, quality of life, and collaboration alongside technology and business growth.
By measuring the conditions that enable innovation, communities gain a stronger foundation for making informed decisions and supporting long-term economic resilience.
- Pilot Project
The first implementation of the Rural Innovation Index was completed on Nova Scotia’s South Shore in partnership with the Town of Bridgewater, Municipality of Chester, Town of Lunenburg, Municipality of the District of Lunenburg, and Region of Queens Municipality.
The project demonstrated how the framework can help communities better understand their innovation ecosystem while identifying practical opportunities for future growth.
